Terms of Reference: 

This Scientific Panel will examine levels, trends, and sub-national differentials in modern contraceptive use in contemporary Asian, African and Latin American settings, exploring to what extent universal patterns exist (as against country-specific patterns) and considering the factors that account for societal similarities and differences.
